Current scientific management objectives for ICES roundfish stocks are to ensure conservation of the biological resource and do not explicitly consider economic or social objectives. For example, there are currently no objectives to maximize the sustainable yield or to reduce variability in total allowable catches (TACs). This is despite the fact that the current system can result in wide annual fluctuations in TAC, limiting the ability of the fishing industry to plan for the future. Are commercial logbook and scientific CPUE data useful for characterizing the spatial and seasonal distribution of exploited populations? The case of the Celtic Sea whiting ArchiMer

A statistical approach is proposed to utilize the information contained both in scientific surveys and commercial fishing logbooks, in order to determine spatial and temporal distributions of recruiting and spawning fish of exploited populations. The approach is based on multivariate descriptive methods including ordination methods and classification techniques. A typology involving a principal component analysis (PCA), followed by a hierarchical ascending classification (HAC), is applied to both scientific and commercial data. lfremer carries out a yearly bottom trawl survey named Channel Ground Fish Survey (CGFS) in order to collect essential biological data on major exploited fish species in the Eastern Channel. These data are also provided to feed the indispensable historie series to the yearly assessment of resources. This report presents results of the CGFS surveys for 1997 and 1998, under two aspects: a multispecific approach of the biological assemblages and integrating an interannual analysis, then a monospecific analysis of 7 species of commercial interest, as whiting, pout, cod, red gurnard, plaice, black bream, red mullet. The French brown shrimp (Crangon crangon) fishery employs on a seasonal basis around 140 ships about 10 metres in length and with engines of about 100 kilowatts of power. It takes place mainly along the coastal bottoms of silted-up sand at a depth of 2 to 10 metres and occupies principally the coasts of the eastern English Channel and those of the Gulf of Gascony. The brown shrimp catch is performed by bottom trawl, with exempted meshing of 20 mm (stretched mesh), which causes numerous rejects of immature fish that live on the same bottoms. The main part of these juveniles is made up of flat fish (sole, in particular) and of gadidae (whiting and pout). Starting from the year 2000, the European Union planned to establish the use of a selective trawl in brown shrimp (Crangon crangon) fisheries. In fact, the brown shrimp is caught by a bottom trawl equipped with stretched 20 mm exempted meshing in estuary areas where the nurseries of flat fish and gadidae are located. For Vilaine's estuary, Dupouy et al (1997) estimated at about 1 tonne of flat fish and one tonne of gadidae the loss in equivalent fish of marketable size, per landed tonne of brown shrimp. In this document, the authors introduce improvements resulting from the use of selective trawls developed in France (Asselin and Devismes trawls), and they show by what means the selectivity of these trawls can be improved further.

Spawning is a crucial phase of fish life cycle as it ensures the renewal of individuals in the population. The identification of factors that influence its spatial dynamic is therefore a key feature as it will affect the reproduction success of fish population. A multi-model approach has been developed in order to identify factors that control the spatial distribution of spawning adults of plaice and whiting in the North Sea and of anchovy in the Bay of Biscay. Since 1988, the IFREMER Fisheries Resources Laboratory in Boulogne-sur-Mer is carrying out a pluriannual project in the Eastern Channel to estimate, directly and by age groups, the abundance and the recruitment of species of commercial interest. In the context of the new European Common Fisheries Policy and in particular the Landing Obligation, this report synthesizes the trials which were carried out between 2014 and 2016 on French bottom trawlers operating in the Celtic Sea and Western Channel, to decrease their discards. The stocks of whiting (Merlangius merlangus), pollack (Pollachius pollachius) and striped red mullet (Mullus surmuletus), are considered by ICES as Data Limited Stocks (DLS) for the Bay of Biscay areas, those bordering the Iberian Peninsula as well as the Celtic Sea for red mullet. In the case of insufficient data for an analytical assessment, ICES has recommended, for 2013 and 2014, to precautionarily reduce landings by 20 % compared to the period 2009-2011 for these 3 stocks. Spawning distribution of North Sea plaice and whiting from 1980 to 2007 ArchiMer

The spatial distributions of spawning population of North Sea plaice and whiting were studied using geostatistical analyses. Variograms were computed each year since 1980 on abundance data of spawning adults using the first quarter data from the International Bottom Trawl Survey. Maps of spatial distribution of spawning adults were produced using kriging interpolation. For both species, distributions of spawning adults were in agreement with historical spawning grounds previously described from location of their eggs. This showed that spawning adults distribution may be used to infer the distribution of both plaice during its spawning peak and whiting at the beginning of its spawning period. The processes that control the spatial distribution of North Sea whiting (Merlangius merlangus) spawning adults are investigated using a statistical multi-model approach. Models of external and internal controls on the population, such as environmental conditions, spatial constraints, present or past spatial distribution, and demographic state of the population, are evaluated, compared and ranked to select those that are the best able to predict the observed distribution of spawning adults. Model selection is greatly influenced by the selection method, either based on data fitting or prediction, as well as by the threshold value used to stop the selection. Utility of mixed effects models to inform the stock structure of whiting in the Northeast Atlantic Ocean ArchiMer

Stock structure of whiting (Merlangius merlangus) in the North East Atlantic is unclear. This study uses mixed effects models to analyse growth variability as a way to investigate stock identification. Growth trajectories for 634 individuals and length-at-age data for 78,686 individuals were analysed for spatial coherence and temporal synchrony in the parameters of the von Bertalanffy growth model. Growth was found to differ among most ICES divisions, and temporal fluctuations were poorly synchronized between areas. This study illustrates how growth analyses can contribute to stock identification, in addition to other data.
